On September7 and 8, 2016 The fourteenth session of the Commission on Human Rights in Iraq was held in Geneva. During the session, there was a debate on the Iraqi issue. Iraq was in fact, presented by Mr. (Mohammed Allawi), who was a representative of the Ministry of Human Rights in Iraq, there was a representative of Iraqi Kurdistan side, and the chairman of this session was the High Commissioner of the United Nations : E. Decaux:

The Iraq's representative inaugurated his speech by highlighting some of the most prominent humanitarian issues in Iraq, including: the presence of toxic materials on the corpses of Iraqi soldiers. This was discovered after a medical examination of some of the bodies; indeed , samples of dozens of bodies proved that the terrorist organization (Daesh) has used toxic substances in fight with the Iraqi army in the latest fighting,

For his part, the High Commissioner called for the lifting of the evidence and the samples that were previously examined to the speciazlized United Nations committees to verify and confirm them.

Later on, the head of the Iraqi delegation recited the Iraqi Kurdistan's Human Rights Report and stressed the issue of mass graves and focussed on the qualitative reform that occurred in the legal file in northern Iraq.

As for the High Commissioner of the United Nations E. Decaux, he stressed the following:

T-1.The need to reform the Iraqi judicial file and especially the academic judiciary curriculum

T-2. Processing penalty file while replacing it by other judicial alternatives.-

T-3. The need to make statistical work of the detainees in Iraqi prisons, taking into account the conditions and laws of the Geneva Convention.

. T-4. The representative of Iraq was asked to provide small centers for the Iraqi Ministry of Human Rights to make it easier for the Iraqi public to access them easily.

On the second day: There was a discussion on the legal file on the mass graves that have been discovered in various areas inside Iraq. UNHCR is investigating this matter of genocide.

At the end of the meeting , the High Commissioner thanked the representative of Iraq at the session and called for more constructive dialogue due to the fact that the Iraqi file for Human Rights requires investigation of plenty of legal procedure..

However, the most noticeable and non-routine act, which can be recorded in this session is:

the discussion,with jurist documents, of Daesh's use of toxin s in its fights ,Beside,.

This is the first time again there is talk by the High Commissioner about the need to make statistics about prisoners and quickly introduce them to the United Nations. This, of course, happens as a response to the call of so many human rights organizations, including BAMRO , to the United Nations committees to visit Iraqi prisons. .

Finally, an exceptional session will be scheduled in the near future to investigate the previous issues and to raise the final recommondations to the United Nations .
